“It is an honor to be nominated to the VaCEP Board of Director’s for a second term. During the last four years, I have served as Chairperson for the Education Committee, jumpstarting new educational offerings such as an LLSA review and changing the format and location for our Winter Conference to appeal to a wider audience. The Board has focused on making our organization a resource and benefit for all practicing Emergency Physicians in Virginia and I have been happy to be a part of that. I am practicing in the Richmond area now, and that has allowed me to become more active in the legislative process, meeting with the legislator’s to talk about the issues facing Emergency Physicians. I am also involved in ED leadership for HCA Hospitals on a national level and that is invaluable in giving me exposure to how ED physicians might approach similar problems in other states. Emergency Medicine has changed a lot in the fourteen years I have been in practice. I believe the only way we can make positive changes for our specialty is through active participation in this organization and partnering with other organizations with similar goals. I would be honored to continue in this leadership role”.

“I am truly grateful to be nominated for the VaCEP Board of Directors. I am flattered that my friends and colleagues Dr. Tamara Barnes and Dr. James Dudley have the trust and confidence in my abilities and feel that I can make a contribution to such a vital organization that represents Virginia’s Emergency Medicine Physicians. I appreciate the opportunity to present myself to the membership at large for consideration.

“I have practiced emergency medicine for 15 years in both urban and rural communities in central Virginia. I have served in the United States Air Force in both active and reserve components for 16 years and currently serve as a flight surgeon with the 192nd Medical Group, Virginia Air National Guard at Langley Air Force Base. I am also very active in both my hospital community and local community. I served as Vice President of the Medical Staff at Riverside Tappahannock Hospital 2005-2006. I completed the Claude Moore Physician Leadership Institute at the Medical Society of Virginia Foundation 2006-2007 Inaugural class. In my local community, I serve on the Powhatan-Goochland Community Services Board and Co-Chair the Powhatan Free Clinic Board.

“Like most of the emergency medicine community, I too have witnessed many changes in the landscape over the last fifteen years with regards to reimbursement, crowding, decreasing availability of specialty physicians, decreasing staff resources, and medical legal issues, to name only a few. These and many other challenges continue to place pressure on our ability to provide reliable quality care. The decreasing availability and increasing demand on our emergency medicine system, not only in Virginia but nationwide, have placed us near the breaking point. This was reflected in the National Report Card on the State of Emergency Medicine. I believe getting this message to our State and Federal representatives is critical. We must press the important responsibility that our profession bears not only in the health of our local communities but to Virginia as a whole and the critical responsibility we have in disaster response. We must press the near failing grade Virginia received to our healthcare leadership and stress the need for resources. As emergency medicine physicians, we must be the ones that “break bread” across healthcare systems, political lines, and with other allied health professionals to assure that a culture of cooperation exists to meet the challenges our profession faces in the 21st century. I believe as an organization, we need to have such outreach to other organizations that share similar values and responsibilities. And finally, we must have a strong and unrelenting voice for preserving our piece of the “reimbursement pie” and stress the “safety net” that our profession provides to many Virginians.

“My two areas of interest include injury prevention and public health. I have been active as an Advisory Board Member to DriveSmart Virginia whose mission is to make Virginia’s roadways the safest in the Nation. I believe strongly in advocacy for our profession both at the grassroots level and at the General Assembly. I have taken this charge personally and have supported Medical Society of Virginia’s “White Coat on Call” during past legislative sessions. I had the opportunity to testify before the House Agriculture, Chesapeake and Natural Resources Committee in support of House Bill 200 on Dangerous Dogs during the 2006 General Assembly on behalf of VaCEP. I have supported continuation of Virginia’s motorcycle helmet law and was outspoken on this issue at both local and state levels during the 2006 session. And finally, I supported House Bill 2422 as amended by Governor Kaine that would have eliminated smoking in Virginia restaurants and helped protect all Virginians.

“Going forward we face efforts at cost containment; both Chapter expenses, as well as membership dues. It is the proverbial "work in progress", and having been there for many of the battles gives me a sense of the history behind this problem and the struggles that have ensued. A diplomatic approach, that always puts the patient first, is how we must proceed. I am proud of the BOD that this has been our creed in general, our patients come first.

“I would like to see more of our almost 600 members participate in the Chapter in some way. It should be active participation such as attending the Winter Conference, or the summer LLSA Conference, writing a piece for Epic, EMPAC contributions, helping with our governmental efforts. Visiting the website and reading Epic is important, but we need a more personal involvement. “I am honored to be nominated to serve again on the VaCEP Board of Directors for a second term. I ran for the VaCEP board last year, and was elected to fill a vacant spot for a one year term. But over that one year term, both the VaCEP board and I have worked diligently for you, fellow members, and just as important, listened to what you wanted from our organization. I believe I played a strong, proactive role in this collective effort for you, my fellow members. I would like to continue serving you, our profession, and our patients, as a continuing board member.

“So, what did you get out of me, as a new board member this last year? Prior to when I joined the VaCEP board last year, a survey of VaCEP members had been conducted by an outside research firm in September 2005. The results were a wake-up call for the VaCEP board: First, members felt they are (1) not getting enough return on their membership investment/ dues. Second, the areas where members want the greatest presence and impact by VaCEP are (2) legislative issues important to emergency physicians, including tort reform, third party reimbursement issues and lobbying. That was late 2005.

When I became a member of the board in February 2007, many of these issues had not been addressed, and as a VaCEP member, I truly felt it was time to address them. In fact, that was one of the reasons I originally had run for a board position last term. During this year that I have served on the VaCEP board, I believe we took significant actions on these member concerns, and more importantly, made more progress on these issues than we have in the past.

“Return on Membership Investment: To improve the value of VaCEP to you, fellow members, we began to offer an LLSA course at a new family-oriented venue, Virginia Beach; the course was a success and will be continued and expanded next year. As part of the Education Committee I contributed to this new course development. We gave our members a reduced cost for the course and are actively looking to further reduce CME costs for our members. I am proud we passed a reduced rate membership for new graduates of EM residency programs, allowing them to afford membership the first three years after residency graduation, and see the benefits of being a VaCEP member. I was an advocate for changing our voting system so VaCEP members do not need to be present at the annual meeting to vote. Further, the VaCEP budget is one of highest for a state ACEP group our size; we changed our executive director’s compensation to include a bonus based on extra monies saved or generated, compared to the prior VaCEP yearly budget. This is one method to reduce our yearly budget to make it more in line with other state ACEP group’s our size. Money saved can be added to lobbying efforts, campaign donations, or used to further reduce CME costs for our members.

“Legislative Issues and Lobbying: This is the area where you, my fellow members, wanted VaCEP to focus most of our resources. After reviewing our entire lobbying history, and having a retreat for board members on legislative issues and lobbying efforts, I (and the board) voted to change our lobbying firm to one that is more proactive and can better serve our legislative agenda. I believe changing from our sole lobbyist to our new, highly respected lobbying firm, HF Consulting, will be a huge return on our investment in lobbying our state legislators. This change was done without increasing our budgetary expenses for lobbying at this time. In addition, VaCEP has been at the forefront of our clearly broken mental health system, given its presence in the media after the Virginia Tech tragedy. And we will continue to advocate for changes that will better serve the emergency physician and our mentally ill patients; this will be a major item on the upcoming state legislature’s agenda. And we will be there for the fight, with our new lobbying firm as well.

“Of course it would be naïve to think that any one board member instituted these changes. However, I was a vocal advocate for these changes, which are our membership’s wishes, and I believe I contributed to these changes being implemented. I think we have accomplished huge progress in the last year for our members. I am proud to have contributed to this progress.

“Yet, emergency physicians, and emergency medicine as a specialty, face many challenges. Tort reform. Assignment of benefits. A broken mental health system in Virginia. EMTALA mandated free care without a tax break for this free care. And there are many other issues that we must face. We need to do all of this with both a short and long term vision. Most of these issues will require perseverance on our part. It will require collaboration, education of our politicians and the public, in some cases confrontation, and a lot of work. In some instances, VaCEP will ask you, as a member, for your help as well.

“If re-elected to the VaCEP Board of Directors, I will do all I can to make sure VaCEP is fighting the fight on these and other issues. I will do all I can to continue giving the membership what you want out of our great organization, much like I did this last year as a VaCEP board member.

“We have great direction and momentum with this board of directors, but have remaining work to do for our membership. I ask for your vote so that I may continue this work and so that I can fight the fight into the foreseeable future, for you my fellow members, for our profession, and for our patients”.

“I would be proud to continue serving the Virginia College of Emergency Physicians as a Councillor. I have served for the last twelve years on the Council, and I find the process fascinating and challenging.

“I have been in clinical practice with the Emergency Physicians of Tidewater for 22 years, and I have seen our profession change dramatically. Most of the changes have hurt our daily practice, but we are fighters, and the battle is far from over. Virginia ACEP has been on the front lines, always fighting to make our practice environment better. It has been my pleasure to serve on the Virginia ACEP team. We are well represented at the ACEP Council Meeting, and many of our members serve on key ACEP Committees.

“I think I have a unique perspective in that I work in both academics and clinical practice. I am the President of the Emergency Physicians of Tidewater, the largest group of emergency physicians in our state. I am the Associate Residency Director of the Emergency Medicine Residency Program at Eastern Virginia Medical School, and serve as a Professor of Emergency Medicine. I am the Operational Medical Director of the Nansemond Suffolk Volunteer Rescue Squad. These positions give me a broad view of our practice of emergency medicine.

“One of the proudest achievements of my career was the passage of the Prudent Layperson Law when I was VaCEP President. We were the second state to get the law passed, behind Maryland. Working to get the law passed was the beginning of our legislative work in Virginia. Working with ACEP was crucial in our efforts, and it was then that I realized the importance of the ACEP Council.

“I have served on the ACEP Steering Committee, which runs or “steers” the Council between meetings, and I have been asked to run for the ACEP Board. I have politely declined because I have young children. I would be honored to continue to serve as a Virginia Councillor.”

I began my service on the ACEP Council as an Emergency Medicine resident and member of the EMRA Board of Directors in 1992, I learned (early on) the work required as a member of the council. In addition to representing residents on the council floor in the past, I have also been elected as a councilor for the Young Physicians Section in the past. It was truly an honor to relocate to the state of Virginia and be invited to continue that service as a member of the ACEP Council.

“With 15+ years of service and experience on the ACEP Council, it is without hesitation that I express my willingness to continue to serve the Virginia Chapter as an ACEP Councillor.  In addition to representation of our excellent chapter – I have served on various council committees that include but are not limited to: Reference Committees, Elections Sub-Committee, Council Steering Committee, and currently the Tellers and Credentials Committee one of the duties of which is to welcome and teach newcomers about the ACEP Council.
