The goal of EMPAC is to assure the election or re-election of those members of the General Assembly who are supportive of organized medicine in general, and emergency medicine, in particular. The most important guideline for giving is that candidates must have a strong voting record on issues affecting emergency medicine in order to receive a contribution.

There are other factors to be considered when deciding whether to support an incumbent delegate or senator. These are:

Member of committee which acts upon emergency medicine issues.
Member of General Assembly leadership.
Legislators willingness to listen and consider matters of importance to emergency medicine.
Probability of candidate’s re-election.
Recommendations from lobbyist, and any EMPAC member with final decision made by EMPAC Board.

In the case of an open seat, EMPAC must interview the two candidates to determine their positions on important issues. Party affiliation is NOT a factor in determining whether a contribution should be made.

The EMPAC Board may choose to contribute to a sitting legislator or non-incumbent who does not meet the above guidelines if a compelling reason is provided and such contribution would not diminish EMPAC’s ability to contribute to candidates that meet its guidelines.

Edward Puccio, MD with Senator Mark Herring.  EMPAC supported Senator Herring at the $500 level.

Senator Quayle with Jake O'Shea, MD.

EMPAC supported Senator Quayle at the $500 level.

Gary Kavit, Luis Eljaiek, Delegate Phil Hamilton, James Dudley, Dianne Reynolds-Cane, Carl Wentzel and Tamera Barnes at the Medical Society of Virginia VAMPAC fundraiser in late February for Delegate Hamilton which EMPAC supported at the $1,000 level.
