In an email dated 1/23/07, Paul Gilding with the Virginia Department of Mental Health, Mentral Retardation, and Substance Abuse Services wrote:
On January 10, 2007, the System Leadership Council adopted the attached Regional Utilization Management (RUM) Guidance to support the achievement of the vision, articulated in State Board Policy 1036, of a consumer-driven system of services and supports that promotes self-determination, empowerment, recovery, resilience, health, and the highest possible level of consumer participation in all aspects of community life, including work, school, family, and other meaningful relationships and to respond to recommendations in the report of the Inspector General: Study of CSB Emergency Services Programs.
The System Leadership Council offers this Regional Utilization Management Guidance to CSBs and state facilities in each region for their consideration and use. This guidance offers an aspirational framework for CSBs, state facilities, and the Department to move forward together in their efforts to achieve the vision, articulated in STATE BOARD POLICY 1036, address the Inspector General's recommendations, improve the system's stewardship of scarce public resources, and enhance the effectiveness of the state and local public mental health, mental retardation, and substance abuse services system in Virginia.
