Introduction

The Virginia College of Emergency Physicians (VACEP) has sponsored continuing education for emergency care providers in the Commonwealth, primarily physicians, since the early 1970’s. When the International Trauma Life Support (ITLS) program for prehospital providers was developed by Alabama emergency physician John Campbell, MD, in the early 1980’s, it caught the attention of William J. Barker, MD, who was an active member of the VACEP Board of Directors. Dr. Barker encouraged the College to expand its commitment to continuing education by becoming a sponsor of this new and unique trauma certification program and making it available to prehospital providers throughout the Commonwealth. The first Virginia ITLS certification program was held in May 1984 in northern Virginia, and has flourished since its inception. We are grateful to Dr. Barker for his vision and leadership.

Authority

VACEP is chartered by ITLS International to support and administer its trauma training programs in the Commonwealth of Virginia and the District of Columbia. The VACEP Board of Directors delegates overall program operations to the State Medical Director, State Administrative Coordinator and the VACEP Executive Director.

All ITLS courses are developed through the ITLS International organization, and guidance for the provision of courses is set forth in the published Instructor guidebooks. This policy manual was developed to further define the levels of certification and provide guidelines for ITLS Course Medical Directors and Course Coordinators to conducting courses to be certified by VACEP.

Mission Statement/Philosophy

VACEP recognizes the importance of quality patient care and is dedicated to enhancing the education of prehospital providers by sponsoring ITLS International training programs. Many medical professionals play a vital role in the care and treatment of trauma patients. ITLS programs are dedicated to supplementing emergency medical skills of BLS and ALS providers. Well-trained providers working in concert with medical direction give patients a better chance of survival. ITLS training is designed to teach out-of-hospital providers to perform trauma assessment and initial trauma care in a rapid and systematic approach.

As a ITLS Instructor, Course Coordinator, Affiliate Faculty or Course Medical Director, YOU are our vital link in the provision of one of the highest quality educational programs to emergency care providers. It is your responsibility to understand and closely adhere to the policies and guidelines contained in this manual. This will help maintain the consistency and integrity of the ITLS course, increase administrative efficiency, and ensure an exceptional educational experience for the students you teach.

Leadership Roles, Prerequisites, Appointments

State Medical Director

  1. Prerequisites: Must be a member of VACEP, Board Certified in Emergency Medicine, with a demonstrated background of active involvement in prehospital care. This physician must have extensive experience in ITLS operations, as evidenced by active participation in ITLS courses.
  2. Responsibilities: Oversee all medical aspects of the ITLS program to insure quality and consistency of all ITLS courses certified by VACEP. Assist the State ITLS Administrative Coordinator with the planning, coordination and delivery of ITLS Instructor training, and any other special projects. Promote the recruitment and retention of Course Medical Directors.
  3. Appointed by: VACEP President.
  4. Term: Two (2) years, may be extended without limits at the discretion of the VACEP President.

 State Administrative Coordinator

  1. Prerequisites: Must be an Advanced ITLS Instructor who has extensive experience in coordinating and teaching ITLS programs certified by VACEP; management of continuing education courses; and a demonstrated, in-depth understanding of prehospital and clinical care. Responsibilities: Direct the planning, implementation, coordination and administration of all ITLS activities in conjunction with the VACEP Executive Director. Responsible for the coordination and delivery of all Instructor training programs. Responsible for the quality and consistency of all ITLS courses certified by VACEP in conjunction with the State Medical Director. Monitor courses to assure compliance with the ITLS Policies and Procedures Manual. Appointed by: VACEP Executive Director in consultation with the State ITLS Medical Director. Is an member of the VACEP Staff, and as such reports to the Executive Director.
  2. Term: two (2) years, can be extended without limits at the discretion of the VACEP Executive Director in consultation with the ITLS State Medical Director.

VACEP Executive Director

Is responsible to the VACEP Board of Directors for the effective and efficient planning and accomplishment of all College programs and services, including administrative and financial management of the ITLS program. Provides direction and oversight of administrative policies and procedures; program enhancements and expansions; and ensures compliance with ITLS International Charter and Policies.

ITLS Executive Committee

The ITLS Executive Committee is comprised the State Medical Director, State Administrative Coordinator and VACEP Executive Director. These individuals serve as primary Delegates to the annual ITLS International Congress.

ITLS International determines the number of Delegates, and the ITLS Executive Committee appoints any additional representatives.

Steering Committee 
(The committee was abolished by the VACEP Board of Directors at their May 2000 meeting.  Responsibilities assumed by the Executive Committee.)

This Committee consists of the following members:

Five (5) State Affiliate Faculty members of which two (2) shall be physicians.

Responsibilities include development of guidelines for conducting ITLS courses, assist in development of policies and procedures associated with the ITLS program, develop and educate State Affiliate Faculty, and assist in conducting ITLS Instructor Courses.The ITLS Executive Committee appoints the State Affiliate Faculty representatives of this committee.

State Affiliate Faculty

State Affiliate Faculty are an integral component of the Virginia ITLS program and have been identified as leaders in ITLS training within their respective EMS regions.

  1. Prerequisites:

current ITLS Instructor

served as a Course Coordinator (or Course Medical Director) at least one time in the past two years and instructed at least three times in past three years

demonstrated a regional leadership role in the delivery of ITLS programs, supported by two (2) letters of nomination/recommendation from current State Affiliate Faculty members or ITLS Course Medical Directors

individual must submit a letter expressing interest in the appointment including willingness to fulfill the role and responsibilities of a SAF.

Upon receipt of all required documentation, applicants will be considered for appointment.

  1. Roles and Responsibilities. In addition to maintaining Instructor status during the term of this appointment, responsibilities specifically include:
    1. Assist at Provider courses (at least one per year) to:

      1) Monitor and document acceptable performance of new and current Instructors prior to their initial certification and/or recertification; and

      2) Monitor courses to ensure course quality meets teaching standards set by ITLS International. Also ensure compliance with Virginia policies and administrative

      requirements. The ITLS Executive Committee or a course coordinator may request this.

      3) Assist first-time course coordinators in the overall preparation, delivery and completion of a course, to include administrative requirements.
      Attendance at State Affiliate Faculty meetings (at least one per year). Provide input to Executive or Steering Committee for improvements to ITLS program as requested.
      Serve as a faculty member for at least one ITLS Instructor program during the term of this appointment.
       
    2. Promote the ITLS program to EMS providers and their Medical Directors.
  1. Appointed by the ITLS Executive Committee upon receipt of signed SAF Agreement.
  2. Term: Coincides with current ITLS Instructor certification. Reappointment requires fulfillment of SAF roles and responsibilities as outlined above.

Certification Levels/Qualifications

ITLS Providers

1. Basic or Advanced ITLS Providers

Prerequisites and individual qualifications are outlined in the ITLS Instructor Guides, under "Essential Information, Who Can Take The Course." Virginia ITLS recognizes either state or national EMT certifications.

ã Exception: Virginia OEMS designation of EMT-ST is not addressed in these Instructor Guides. An EMT-ST may receive either Basic or Advanced ITLS certification at the discretion of the Course Medical Director.

    1. Certification. Successfully meet the requirements of a ITLS Provider Course appropriate to their EMT-certification level. ITLS International Certification is issued through VACEP. If a student receives an Instructor Potential recommendation, they will be eligible to attend a ITLS Instructor course within one year of their course test date.

      ã Exception: Students who complete a ITLS course as part of an OEMS-recognized EMT certification program will receive a Certificate of Participation. To receive ITLS certification at the appropriate provider level, the student must submit a copy of their OEMS EMT certification card to the Virginia ITLS office within thirty (30) days of being issued by OEMS.

      In the event a ITLS Basic Provider’s Virginia EMS certification level is upgraded to ALS during this certification period, the provider may elect to upgrade their ITLS certification at recertification.

    1. Certification period: two (2) years.
    2. Recertification: Candidates must successfully complete a ITLS Provider course or Recertification course before the expiration date. A copy of the current Provider card must be submitted to the Course Coordinator prior to the beginning of the class to be eligible for Recertification.

2. Pediatric ITLS Provider

Prerequisites and individual qualifications are outlined in the Pediatric ITLS Instructor Guides, under "Essential Information, Who Can Take The Course."

  1. Certification. Successfully meet the requirements of a Pediatric ITLS Provider Course. If a student receives an Instructor Potential recommendation and they are also currently certified—or become certified—as a ITLS Provider, they will be eligible to attend a ITLS Instructor course within one year of the Pediatric course test date. Certification period: two (2) years.
  2. Recertification: Currently (1/99) there is no recertification program. Individuals wishing to maintain Pediatric ITLS certification must participate in another certification course.

ITLS Instructor

    1. Eligible persons desiring to become a ITLS Instructor must attend and successfully complete a ITLS Instructor course. Eligibility requirements are as follows:

1) Currently certified ITLS Providers:

a) Anyone who successfully completes a ITLS Provider Course with a written exam score of 86 or better, receives an "Instructor Potential" rating on the patient assessment test station, and as a result of the post-course faculty meeting is receives a recommendation by the Course Coordinator as an Instructor Candidate. Such individuals must complete a ITLS Instructor program within one year of completing that Provider Course.b) Anyone who successfully completes a ITLS Provider Course with a written exam score of 86 or better, but does not receive an "Instructor Potential" rating on the patient assessment test station, nor a recommendation from the Course Coordinator as an "Instructor Potential" candidate may take an Instructor course within one year of obtaining Provider Certification, if they have current certification in any two of the following:
 

Virginia EMT-B Instructor, and/or American Heart Association ACLS Instructor, and/or

Department of Fire Programs Instructor I or II.


Individuals must submit a copy of these instructor certifications and letters of recommendation from both their agency Operational Medical Director and a State Affiliate Faculty member when registering for an instructor course.

2) Others:

a) PHTLS Instructors. Currently certified PHTLS Instructors may register for an instructor course by submitting a copy of their card at the time they register for an Instructor course. Participation in a ITLS Provider course is not required. PHTLS Providers are not eligible to take a ITLS Instructor Course.

b) Physicians with any of the following qualifications may become ITLS Instructors without first completing a ITLS Provider Course, however they must attend a ITLS Instructor course:

actively practicing Emergency Medicine

serve  as EMS agency operational medical directorBoard Certified in Emergency MedicineATLS certification (need not be current)

Note: A "physicians-only" program is usually offered in conjunction with the VACEP Summer Symposium. Call the VACEP office for information.

    1. Procedure. Upon successful completion of a ITLS Instructor Course, and within one (1) year, the individual must be monitored by a State Affiliate Faculty member or the Course Medical Director during the first ITLS course in which they teach. The individual must be monitored in two (2) out of the following three (3) situations: lecture presentation, skill station, or patient assessment testing. The completed Instructor Monitor Form will be forwarded to the VACEP Office and, if recommended, an Instructor certification will be issued at the appropriate Provider level (Basic or Advanced). Certification Term: two (2) years from date of Instructor course.
    2. Recertification: To be eligible, an Instructor must teach in a minimum of two (2) certified ITLS Provider courses, and be monitored in at least one of these courses, within the two (2) year certification period.

Note: Instructors who teach in courses being certified by another ITLS Chapter may receive credit for this toward recertification. To receive credit, have the Course Coordinator complete an Instructor Credit Form (See Appendix B) and submit this to the VACEP office within two weeks after the teaching is performed. (Monitoring can only be accomplished at VACEP certified courses)

Pediatric ITLS Instructors Qualifications and Recertification Credit:

Completion of the Pediatric ITLS Provider Course qualifies you to teach pediatric courses as long as you maintain your ITLS Instructor status. A separate "Pediatric Instructor" card is not issued. Teaching in Pediatric Provider classes will count toward Instructor recertification.

Reciprocity With Other ITLS Chapters

Provider

Virginia ITLS will honor current Basic, Advanced and/or Pediatric provider certification issued by any other ITLS Chapter until the card expiration date. The individual must submit a copy of the certification card (front and back) to the VACEP/ITLS office to be entered in our computer system.

Providers who wish to "recertify" as basic or advanced providers must do so prior to the expiration date, and submit a copy of their previously issued card to the Course Coordinator prior to the beginning of the class.

Instructor

Instructor certification may be accepted from any other ITLS Chapter. An Instructor wishing to transfer their Instructor status to the Virginia program, must apply to the Executive Committee for reciprocity. This application will include:

Completed application listing past activities as a ITLS Instructor;

A letter confirming the activity from their former State Medical Director, State Administrative Coordinator or former Course Medical Director;

A copy of current ITLS Instructor card (both sides); and

A current curriculum vitae or resume.

Upon receipt of the above, the applicant will need to be briefed and monitored by a State Affiliate Faculty member in a Virginia provider course. The Affiliate Faculty member will then send a letter of recommendation to the Executive Committee for approval. If approved, a letter of acceptance will be issued through the expiration date of their current Instructor card. At the expiration of that period, a Virginia ITLS card will be issued if all recertification requirements are met.Instructors with current certification issued by another ITLS Chapter may assist in the teaching of courses in Virginia. A copy of their current instructor card should be submitted with the post-course paperwork attached to the Faculty roster, in lieu of a curriculum vitae or resume.

It is the individual Instructor’s responsibility to provide their Chapter documentation of any teaching done in another Chapters purview, if they want it to qualify toward their Instructor recertification. This should be done within two weeks after the teaching is performed.

Note: A form is available for Virginia Instructors who may teach at courses being certified by another ITLS Chapter to help you receive teaching credit.

Teaching ITLS qualifies for Category II CME credits, on an hour-for-hour basis.

Application for Category I (ACEP/AMA) credits is made for "physican-only" instructor courses offered by VACEP.

Procedures For Conducting ITLS Courses

General Information and FAQs (Frequently Asked Questions)

VACEP will only administer courses for which students seek ITLS International certification. Instructors will only receive teaching credit for assisting with certification courses. OEMS continuing education credits are available for VACEP-certified ITLS courses upon request.

    1. All ITLS courses must have a Course Medical Director (physician) and Course Coordinator. Both must be certified ITLS Instructors. It is important to note that any ITLS Instructor has the option of organizing and conducting a local ITLS Provider Course; however, their first course must be observed by a ITLS State Affiliate Faculty (SAF) member. State Affiliate Faculty are available to assist ITLS Medical Directors and Coordinators in pre-course preparation, coordination, teaching and delivery of the program. Courses must be pre-registered with the VACEP office. We recommend the ITLS and OEMS course approval request forms be submitted to our office 60 days in advance of the course start date. (See Appendix B) These forms require the signature of both the Course Coordinator and the Course Medical Director. The first step in planning a course should be to identify a qualified Medical Director and/or Course Coordinator for your desired course dates and obtain their signature on these forms. If you need assistance identifying a Medical Director or Coordinator to help you sponsor a course, please call our office. Courses must be planned and conducted in accordance with this Policy Manual and the ITLS International Instructor’s Guide.
    2. Post-course follow up paperwork must be completed as outlined in this manual and by the dates specified.

All ITLS Instructor Courses are scheduled, coordinated and certified by the VACEP/ITLS Office. Typically, these are scheduled one per quarter at different sites throughout the State. At a minimum, four (4) ITLS Instructor courses are planned per year in cooperation with a local Course Coordinator. Individuals or agencies desiring to host an instructor course in their region should contact the VACEP/ITLS office.

Advertising Your Course

If the course you propose to offer is not a "Closed" course, i.e. offered only to a particular rescue squad or other selected group, etc., it may be advertised as "Open". There are restrictions on the use of the ITLS International, as well as ACEP names and logos; if you wish to include these on your announcement, you must contact the VACEP/ITLS Office for guidance.

ITLS Administrative Fees

Both ITLS International and the VACEP/ITLS program are made possible through the assessment of administrative fees on all course participants, regardless of whether or not the student completes the course for certification purposes. These fees are payable by the course sponsor to VACEP/ITLS. A breakdown of fees currently in effect is below:

Basic or Advanced Providers, and/or Instructors = $35.00 per student ($25.00 State and $10.00 International)

Basic or Advanced Providers Recertification = $30.00 per student ($20.00 State and $10.00 International)

Pediatric Providers = $30.00 per student ($20.00 State and $10.00 International)

In addition to the required ITLS fees, a course sponsor has the right to establish a registration fee to offset other costs associated with providing this training. Any and all expenses incurred in running a course are the responsibility of the local host organization and Course Coordinator. To keep the cost per student as reasonable as possible, it is suggested that you be innovative in securing equipment and seeking financial support from regional EMS councils, rescue squads, hospitals and other organizations.

The ITLS fees listed above are payable to VACEP/ITLS at the time the final paperwork and rosters are submitted to the College office. Course Coordinators are responsible for collecting these fees and forwarding a single check with the post-course paperwork. Individual student checks will not be accepted. Checks from municipal governments, rescue squads, regional EMS Councils, or other corporate sponsors will be accepted. Returned checks are subject to a $50 service charge. Any courses to be paid through a purchase order must include a copy of the Purchase Order with the Request for Course Approval.

Note: Courses will not be processed until all required postcourse paperwork and student fees are received in this office.

Faculty Credentials And Requirements

In addition to the faculty requirements outlined in the ITLS Instructor Guides, VACEP/ITLS policy requires that 50% of the faculty must be currently certified ITLS Instructors, and the lead evaluator of each patient assessment station must be a currently certified ITLS Instructor.

All lecturers must be currently certified ITLS Instructors or individuals considered experts in their fields and who are familiar with prehospital care. A curriculum vitae (CV) or resume is required for any non-ITLS Instructor, and should be submitted with the final course Faculty Roster. ITLS Instructors currently certified by any other ITLS chapter must submit a copy of their ITLS Card may be submitted instead of a CV or resume. A Guest Faculty Credentials form is provided for instructors who may not have a CV or resume available.A completed Faculty Roster, which includes course assignments is required to be submitted as part of the postcourse paperwork.

Tip: Ideal class size has been determined to be 24 students or less and will require a minimum of 8 instructors, in addition to the Course Coordinator and Medical Director. Classes accepting more than 24 students must either increase time allotted for skills stations proportionately to allow adequate time for practicing and testing or increase the number of instructors.

Course Content

All ITLS Courses must be conducted in accordance with the ITLS International Standards and shall include all CORE material. Refer to the ITLS Instructor Guides section titled "Material To Be Taught: Core vs. Optional" All information and skills must be taught in accordance with the ITLS Instructor teaching outlines. Additional content may be added to expand the scope to fit local needs or protocols.

Note: Any deviations, additions or deletions from the course material or State policy must be submitted in writing with the Request for Course Approval for review and approval by the ITLS Executive Committee.

ITLS Provider courses may be conducted over a series of dates. These options are outlined in the ITLS Instructor’s Guide, with the following VACEP/ITLS restrictions: the entire course must be completed within a fifteen (15) calendar day period, unless it is conducted as part of an OEMS-approved certification program, for example EMT-B, -ST, -CT, or Paramedic.

Successful Completion Of A ITLS Provider Course

A student has successfully completed any course if they have:

Attended all lectures and skills stations;

Achieved a score of 74% or higher on the written exam; and

Achieved a grade of "Pass" or "Instructor Potential" on the Patient Assessment Testing Station.

Note: Refer to your Instructor Manual for specific grading and testing criteria. While an agency may require a higher testing standard for their providers, any student meeting the International standards will receive ITLS certification.

Retest Policy

Any individual who is unsuccessful on both the Written test and Patient Assessment skills test may not retest. However, this does not preclude an individual from enrolling in another course at a later date.

Any individual who is unsuccessful on either the Written test or the Patient Assessment skills test may retest the failed portion within 30 days as follows:

may retake the written test one time, at the convenience of the Course Coordinator or Course Medical Director. However, a student may not retest solely for the purpose of raising a passing grade.

may retake the Patient Assessment skills test one time, supervised by and at the convenience of the Course Coordinator or Course Medical Director. It is recommended, due to the logistical difficulty encountered in setting up a Patient Assessment skills station that the retest be held prior to the course’s conclusion.
A different scenario from any practice or test station must be used.

the student who does not pass a retest as outlined above has no recourse except to enroll in another course.

Provider Course Monitoring

Any and all ITLS courses are subject to be monitored. Courses will be periodically monitored by a State Affiliate Faculty Member or the State Administrative Coordinator (or delegate) to insure compliance with policy and consistency with delivery of educational objectives.

A first-time Course Coordinator must identify a State Affiliate Faculty to monitor their course preparation, presentation and post-course requirements.

Administrative Requirements

Pre Course Paperwork

Submit VACEP/ITLS Course Approval Request form no less than 30 days prior to the first class date. Requested signatures and ITLS Card numbers are required. Incomplete forms will delay processing. If this is either the Medical Director or Course Coordinator’s first course, monitoring by a State Affiliate Faculty member is required. The SAF will assist you with pre-course preparation, onsite course coordination, and post-course paperwork.

The OEMS has approved VACEP-certified ITLS courses for CEUs. If you wish to offer OEMS CEUs to your students and/or instructors, you must attach a completed OEMS "Course Approval Request" form to your ITLS Course Approval Request. Do not submit a form to the OEMS. Any student who attends and completes a course, but does not qualify for ITLS certification, is eligible to receive the OEMS credits.

Upon approval of your ITLS course request, you will receive a confirmation letter assigning you a certified course number (VA- # # # # # - * ). Additional information regarding OEMS credit and post-course follow-up will be included.

Attention: Any deviations in planning or delivery of a course not pre-approved by the Executive Committee could result in decertification of your course. Proposed deviations must be outlined and submitted with the Request for Course Approval.

The VACEP/ITLS Office has some course educational materials available for rental to Course Coordinators. In addition to all ITLS course slide sets, we also have a limited inventory of equipment available for use in Pediatric courses. All materials are available on a first-reserved basis. Contact the office for a current list and rental terms.

VACEP/ITLS does not sell student textbooks. Contact the office for a list of ITLS book suppliers. You should order textbooks so these may be given to students no less than 2 weeks prior to the beginning date of your course. (Allow 4-6 weeks for delivery of textbooks to you.)

Post-Course Paperwork

A course is not considered complete until the following paperwork is completed and received in the VACEP/ITLS Office. A package containing all required materials should be submitted no later than 30 days of the course test date.

  1. VACEP/ITLS Student Roster. Tips to speed processing:

If this is a combined course (Basic/Advanced Providers). separate rosters must be completed for ALS vs. BLS providers.

Provide the student’s preferred mailing address, home and work phone numbers.

Either the student SSN or State EMS Certification Number is required.

Enter the student’s current EMS or other medical certification level, e.g. EMT-B, EMT-CT, RN, etc.

If the student is recertifying their basic or advanced ITLS provider status, they must provide their current, 5 digit ITLS International Card Number (ending with either an A or B).

Three columns are provided for the Coordinator to enter the student scores for patient assessment testing, the written test, and to indicate an Instructor Potential recommendation (Yes or No).

Tip: Provide a course registration form to each student to be completed and submitted to you prior to the beginning of the course. Ensure submitted rosters are legible—there is a $10 charge to reissue cards for misspelled names or lost mail caused by our inability to read a roster correctly.

  1. VACEP/ITLS Instructor Roster. Identify all course faculty and indicate the lectures, skills or patient assessment stations taught. Provide the ITLS International Card Number and expiration date of all ITLS Instructors. Provide the SSN or State EMS Certification number for all instructors. If an Instructor is not a ITLS Instructor, check the "guest faculty" box and attach a current CV or resume. A form titled VACEP/ITLS Guest Faculty Credentials, is provided for any non-ITLS faculty and should be attached to this Roster.
     
    OEMS CEU cards. Everyone desiring OEMS CEUs must submit a completed card—except the state course number which will be inserted by our office. Please submit these cards in the same order as the students or faculty appear on the roster(s).
     
    Course Finances. All students registered for the class are required to pay the ITLS Administrative fee, regardless of whether they pass, fail, or do not complete the class. (Failed students will not become ITLS Certified, but they will earn OEMS CEUs.) A single check in the appropriate amount for the number of students enrolled in the class must be submitted by the sponsoring agency unless authorization for another form of payment is arranged in advance. If you have any questions, please contact the office.
     
    VACEP/ITLS Instructor Monitor Form. To be completed by a State Affiliate Faculty member responsible for monitoring Instructor performance. Each instructor must be monitored at least once during their certification period to be eligible for recertification. If a SAF is not available to perform this monitoring, the Course Medical Director at his/her discretion may complete it.
     
  2. VACEP/ITLS Summary Course Evaluation Form. To assist in assuring the quality and consistency of ITLS course offerings, the Course Coordinator and Course Medical Director should complete this evaluation on every course, with input from any State Affiliate Faculty or other instructors participating in the course based on their direct observations. However, if this is the Course Coordinators first course, this form must be completed by the State Affiliate Faculty monitor. When completing this form, include both positive and negative comments pertinent to the overall course, as well as comments about individual Instructors who are not being formally monitored. If the students complete a course evaluation form, please indicate their overall satisfaction with the class or other pertinent comments.(See ITLS Student Course Evaluation Form)

Course Decertification

Any course not conducted in accordance with the ITLS Instructor Guides and this Policy Manual, including submission of all Post Course Paperwork and fees within 30 days of the test date, is subject to Decertification by the Executive Committee.

Course Coordinators delinquent in submitting course paperwork and/or fees to the office will be reviewed by the Executive Committee. Future course requests may be denied, or approved courses not yet conducted may be suspended, pending satisfactory resolution of problem issues.

Certificates of Participation, CEUs and Certification Cards

Upon receipt of all required final paperwork and fees, the VACEP/ITLS Office will process student Certificates of Participation and, if appropriate, state OEMS continuing education credit. For those students who successfully completed the class, we also issue the ITLS International Certification. Student certificates and cards are mailed directly to these individuals, unless the Course Coordinator or Medical Director requests these be provided to them for distribution.

Verification of ITLS Certification or Replacement of Certification Cards

The ITLS International Certification card verifies successful completion of a course. If an individual’s card becomes lost or damaged, replacement cards are available at a minimal charge, or a verification letter may be issued for no charge.

Instructor Evaluations

To insure the quality and consistency of all ITLS instruction, VACEP/ITLS requires all Instructors be monitored (evaluated) at least once within each certification period. It is the individual instructor’s responsibility to assure that a State Affiliate Faculty member or Course Medical Director completes this. A VACEP/ITLS Instructor Monitor Form is in Appendix B. The evaluator must observe and evaluate the instructor in two of the three categories and complete the monitor form. This must then be discussed with the individual being monitored, signed by both parties and forwarded to the VACEP/ITLS office.

The evaluation assesses strengths and/or weaknesses of individual instructors. The final overall rating is captured in the Instructor file.

An Instructor identified as "Weak" should be counseled by the evaluator on methods to improve. Any Instructor with two consecutive "weak" overall ratings will be reviewed and may be required to audit an Instructor course as a condition of recertification.

An Instructor identified as "Substandard" must be counseled by the evaluator on methods to improve and/or correct their performance and this must be noted in the comment area of the form. This Instructor must be monitored by a State Affiliate Faculty member the next time they teach.

If the Instructor does not bring their next overall rating to "Satisfactory", they will be placed on teaching probation and contacted to discuss their deficiencies. (While on probation the Instructor MAY NOT serve as a Course Coordinator or participate as an Instructor.) This individual must audit an Instructor course and be monitored within six months; this monitoring must be conducted by the State BTLS Medical Director or their designee and the individual must obtain at least a Satisfactory rating in all Evaluation categories to have their Instructor privileges reinstated. Any individual failing to comply with remedial recommendations and/or requirements will have their Instructor status revoked.

Course Medical Director Responsibilities

The responsibilities are outlined in the Instructor guides. Further VACEP/ITLS underscores the following:

must be a ITLS Instructor.

must sign the ITLS course approval request, and OEMS course approval request if CEU’s are requested, which are submitted to the VACEP/ITLS office for all certified courses.

has the ultimate responsibility to maintain the integrity of the ITLS course by assuring that the course meets all standards set by ITLS International and VACEP/ITLS. To accomplish this, VACEP/ITLS requires the Medical Director attend the opening session of a course, be present or available by pager or telephone during the class, and be present during the patient assessment testing. Specifically, the Director should monitor lectures and be available to provide additional medical information which may be needed; frequently rotate through the teaching and Patient Assessment Practice/Testing stations to monitor Instructor performance and assist, if necessary, with additional medical information.

lead the post-course faculty/instructor meeting to assess candidate performance and recommendation of Instructor Potential and evaluate the conduct of the course.

work with the Course Coordinator to ensure that all required data is collected and completed, that it is valid and submitted to the VACEP/ITLS office within the required time frame.

Note: When an approved Course Medical Director must cancel on short notice and a substitute cannot be secured, the Executive Committee may approve any Steering Committee member, or designee, to serve as a Course Director.

Course Coordinator Responsibilities

must be a currently certified ITLS Instructor at the level commensurate with the level of the course being conducted.

work closely with the Course Medical Director in the planning and execution of a course.

responsible for coordinating ALL organizational aspects of the ITLS Course, including proper pre-course preparation, organized on-site coordination, completion of the post-test data collection and submission of the appropriate paperwork with fees to the VACEP/ITLS office within the required time. It is the Course Coordinator’s responsibility to insure that all financial aspects of the course are disbursed appropriately.

be prepared, or make arrangements, to teach any of the lectures or skill stations in case of faculty illness or absence.

participate in and coordinate the post-course faculty/instructor meeting to assess candidate performance and recommendation of Instructor Potential and evaluate the conduct of the course in cooperation with the Course Medical Director.

Course coordination requires proper organization and adequate preparation. In order to ensure a successful course, allow adequate time for the preparation, delivery and completion of the program.
